Preheat the Blackstone Griddle to medium-high heat. Add 1 tablespoon each of butter and oil to the griddle.
Sauté the onions and bell peppers, seasoning with salt, pepper, vinegar, and ½ tsp garlic powder. Cook until tender, then move to a cooler side of the griddle.
Add another 1 tablespoon each of butter and oil to the hot side of the griddle. Add the thinly sliced beef and cook, chopping with a metal spatula as it browns.
Season the beef with salt, pepper, and the remaining ½ tsp garlic powder, and cook until desired doneness.
Divide the cooked beef into 6 portions on the griddle and lower the heat to medium.
Top each portion with a few tablespoons of Cheese Whiz, followed by the pepper-onion mix and 2–3 slices of provolone cheese.
Split and toast hoagie rolls on the griddle. Cover each sandwich portion with a basting dome to melt the cheese, then place the filling into the toasted rolls and serve hot.
